If I recall, the original League of Legends spreadsheet we used to base our lottery on had 16 states that had mid-day pick 3 lotteries. Going digging... Well, if a 16 pick lottery with no restrictions is what the league wants, we need to get a poll out to vote on it.

We also need to create our list of states for the lottery. East and central timezones are probably the best, any ideas on how we should determine what states and order?

Can someone explain why this would be a good rule? The main benefit I see is simplicity. But the downside is it makes the pick less valuable to rebuilding teams in what they can receive in a trade. I'm looking for a big bat with enough defense to play a decent CF. I have all my picks and am definitely willing to to trade multiple years' of picks for the right player.
