Instead of limiting to your pick being no higher than 7th, if the total of your picks over a three year span fails to equal 9, you are penalized two places in the draft order. So if you win 1st, 1st, and 2nd. Your third pick is only pushed back to 4th rather than 7th. My thinking here is that it's a little easier to administrate since it's a set penalty each time rather than having to do the math.

You still have to do the math here to check if the sum is less than 9. Not that a little math is a problem, but you're not avoiding it with this method.

Right, but the math is 1+1+2=5. That's less than 9, penalize him two spots. Instead of 1+1+2=5, then 9-1-1=7, so he has to be 7. It's half the math and more straight forward, I think. Harder to screw up.

I think it won't penalize people as hard, but I think two spots is enough.

Since we didn't get any further comment on my two options, I guess I'll go ahead and pick one and put up the vote this afternoon so we can get this done.

The rule is posted and open for vote. 13 votes passes it.

I'll send an email out to the league tonight promoting it.

12 recorded votes plus mine equal 13 votes. The measure passes.

Just the housekeeping. The state lottery order after a little research to ensure all draw every day.

1. Missouri - Midday Pick 3
2. New York - Midday Numbers
3. Ohio - Midday Pick 3
4. New Jersey - Midday Pick 3
5. North Carolina - Midday 3
6. Maine/NH/VT - Midday 3
7. Indiana - Midday 3
8. Georgia - Midday 3
9. DC - DC Lucky Midday
10. Florida - Midday Cash 3
11. Pennsylvania - Midday Pick 3
12. Connecticut - Midday 3
13. Maryland - Midday Pick 3
14. Virginia - Midday 3
15. Michigan - Midday 3

All 15 of these lotteries should draw every day. Should a lottery not draw on the proper day, we will use the previous day's numbers for the game listed as the numbers of record for that pick.
